In English, the Tweet’s text reads “Worldline divergence: 0.210317%. Hououin Kyouma: ‘…Indeed. The program shall be known as… the “Stairway to Heaven.”‘”
Pictured in the Tweet’s image is a lab mem pin badge and a crown. As pointed out by avid-eyed user @kazunerku, this crown image is not entirely unfamiliar.

It appears to originate from Revue Starlight, a Japanese media franchise that consists of a musical, an anime, manga series, an upcoming movie, and more. It seems possible, therefore, that some kind of collaboration between Steins;Gate and Revue Starlight is planned.
It should also be noted that Revue Starlight had its musical debut on September 22, 2017—the same date that was initially believed to correspond to Chiyomaru Shikura’s posting of the first bit of Steins;Gate Elite footage after the reveal of the second teaser.
Whatever the case may be, it is likely that we will learn more in the coming days. As always, we will strive to keep you updated as new developments arise.
